Which one? The main author of ntpd certainly does not do so. And synchronised time isn't only needed for time-critical applications. Even things like compiling code that resides on another machine in a network may fail because of missing synchronisation. Bottom line is: if you're part of a local network you definitely need synchronised time. If not, it's more or less nice-to-have like a radio clock and unlike your statement ntpd is very lightweight in it's resource needs.
