When you find TestLayoutEngine and click on it you then get a menu on the side with the word "new". Change this to "old", and restart LO. Bitstream Charter is then available.
Forgot to mention that if one is using Breeze Dark in System Settings/Work Space Theme/Look and Feel you won't see TextLayoutEngine when looking for it in in LO -- the cell containing the wording is white (on white). Change form Breeze Dark to, say, Opensuse and the cell in LO magically appears :-) One more thing: use the switch in LO for non-proportional fonts (in Fonts option) as this affects whether or not you see Bitstream Charter.
