Yes, that is so. And apparently the server can't be placed on openSUSE public servers, because it searches packman (or was it nvidia?). At least that's what somebody said long ago.
Regardless of where it is placed, somebody needs to maintain the service. Running it on the openSUSE infrastructure wouldn't change that.
