No. There is no bug, but a problem.
Send a mail to root with the 'mail' app, then see what the mail log says about it.
I just tried it in this partition (42.3) freshly installed and it works.

In my case, it is redirected to user "cer", because I ticked the box during initial install.
I have not configured mail at all, it works out of the box.
Neither have I configured network, just plain dhcp.
