It has been a long time since my dial-up days but...I think it's probably out of your control. Many ISP's will disconnect you if your connection is idle for certain period. Check with them.
I believe that with many ISPs, you have to generate some traffic at interval, to keep the connection alive, but ping often won't do it. Perhaps running traceroute or wget or similar on a schedule will do it, if he doesn't want to run kmail.
