I can't check this at the moment as I'm using Linux Mint (dual boot) but I'm sure you are right. The whole point of this is that prior to the update LO "did" use Bitstream Charter and now it doesn't.
Just to clarify, you don't have "Bitstream Charter", but do you have Bitstream Vera?
The former is bitmaps, the second is scalable. It is possible that LO does not use by default bitmapped fonts. There may be a switch for it.
There is. My preferred font is Bookman Old Style and this appears and disappears when the switch , Non-proportional fonts only, is on or off.
