In konqueror, in the cache settings, you have an "offline browser mode", which I believe does just that
Mozilla also has an offline mode, but you can only browse those pages you have visited recently, I think. I just tried, then exited mozilla, entered again, and it still remembered the links I visited. But it does not allow navigating the whole site, only already seen links. I can even see pages I browsed to several days ago...
