This can happen if you have opportunistic encryption set on in Tbird. There was a bug, where if it found a key for the first recipient the CCs were encrypted the same way. This would bite me when I replied to a list member as well as the list (which is risking a rebuke anyway), and the mail to both would be encrypted with the first person's key. I haven't seen this happen in a while, so it may be fixed. If inigmail could find a key for a person, it would use it. If you have automatic key fetching turned on you may end up with more keys than you know you have. But if you positively know that there was no key, then there was a draft, which happens in Tbird when you pause typing for any reason.
