This feature is turned off. I think this is not a look configuration but it might be horizontal frequency synchronization. But unfortunately the monitor is well configured in the X server.

Sounds like an unshielded vga cable. Are you using the one that came with it? Have you added other electronic equipment in close proximity to the monitor?
Triple shielded vga extension cables are available at cablesnmor.com for about $10US.
Replacing the cable cured my problems with shadowy text.
