$ htpasswd If 'htpasswd' is not a typo you can use command-not-found to lookup the package that contains it, like this: cnf htpasswd
So simply try 'cnf htpasswd', and depending on your openSUSE version, you might get different output, yet in any case it will be valuable information how to install the corresponding package.
