I don't have any help but can tell you that you are not the only one having this issue.
I recall this issue right back at the start of the KDE4 series, but I thought it had been fixed soon after, since I've had no problems setting various folders, not just the default Desktop, and they've stuck. Right-click on a blank area of this folder view and click Folder Settings. Double-check all the options in there, and make sure the Filters aren't set to hide all files named *. Try changing a few options, click OK, then go back and put the options how you want them. See if they stick after that.
