No, it doesn't. It is a broken system (call it frontend, backend, whatever). It doesn't respect packages taboos, furthermore, it removes them. It shows conflicts that zypper or yast do not have. It is a broken system, it is better to remove it and use zypper or yast periodically. *Hundreds* of people come to the forum asking what's the problem, that apper says this or that. To all we tell to remove apper, and presto! Problem solved, happy user. If you think otherwise, come down to the forums and explain to those users how to solve their problems using apper.
