Where are these other discussions? I would like to understand exactly what the change is and the rationale for it. Also what the scope is - openSUSE or wider? AFAIK FHS 3.0 is still current and there is no /usr/etc in there. My reading of it suggests that something like /etc/services could be moved to /usr/share and a symlink to it be placed in /etc to remain compliant.
