Nope:
# l /usr/bin/Xorg -rwxr-xr-x 1 root root 2205856 Oct 16 21:21 /usr/bin/Xorg*
as root, chmod +s /usr/bin/Xorg
and your login screen will appear
Will try it - on 42.2, /usr/bin/Xorg doesn't have suid either though.
