Check you ~/.kde/share/config/kdeglobals, section PanelIcons, and set the Size=16 (I assume it is 22)
I'm not sure, but I think the OP was referring to the icons shown in the K menu itself, not the size of the K panel icon / menu activating button. The parameter you describe controls the latter.

I am talking about the icons in the kmenu itself, and I tried changing ~/.kde/share/config/kdeglobals and restarting kicker, which didn't fix it. -Steven
