Try GNU. I don't have the URL, but go to www.gnu.org, and there are a couple of links to their documentation pages. GNU stands for free software, and that includes free documentation. They have the full docs for the compilers suite and a (large) guide to C++ itself. If you find GNU useful, try and find a way of supporting their work.
