No. For example, I did not reply because I do not know the answer. Your writing culture has nothing to do with it. I believe kde3 has a gadget somewhere to do keyboard change fast. I don't use it, I just bumped into it years ago. Dunno about kde4. I can't search it for you because I don't have kde installed in this setup. In the gnome control center there is a keyboard setup configuration window where several layouts can be defined, but I have no time to test it now. I suppose it works.
