Each phone is a little bit different, and some have settings in the Android settings panel. Mine is way down in Developer Options under Select USB Configurations.

You might not want to hear this, but I believe if you are cabling your phone to your computer you are doing it wrong.
There are any number of free file managers for the phone, such as ES File Explorer that allow you to browse and transfer files from and to network resources (your computer) from the phone. Samba, FTP, OwnCloud, etc.
Install KDE Connect (on linux and on the android phone). You can surf the phone from your computer over wifi and use Dolphin to drag and drop files in both directions.
All this done with No cables. All WIFI. No Wifi? Turn on bluetooth!.
Es File Explorer lets your computer surf your phone by bluetooth as well as surfing your phone from your computer.
I have never ever cabled my computer to my current android. Once, about 3 phones ago I did it that way. No more.
I'm a poor man, I'm saving up for a wifi dongle and a blue tooth one. Kde connect only works with a network atm my only chance of using it is via a vpn. I installed Leap on someone's laptop and with network manager it created a usb network connection but kde connect couldn't use it, tried blue tooth but that didn't work either and I didn't get a chance to use it.
