The former is bitmaps, the second is scalable. It is possible that LO does not use by default bitmapped fonts. There may be a switch for it.
There is. My preferred font is Bookman Old Style and this appears and disappears when the switch , Non-proportional fonts only, is on or off.
But this does not show Bitstream Charter, only shows Bitstream Vera fonts.
It appears that I did not realize that "Bitstream" is the brand, and "Charter" is the model name. So the two above do not compare.
Also, I do not know how to produce in the CLI a list of all fonts available. Maybe a recursive list of /usr/share/fonts/, but that's only filenames:

Are you still having trouble with the Charter font? Patrick provided the answer and I supplemented his answer. What Patrick wrote is probably below in this thread to your current post.
