A search on comp.mail.sendmail for this will reveal that you can put in a LOCAL_RULESET to block mail by subject. (groups.google.com) However as previously mentioned on the list, make sure SuSEconfig does not overwrite your sendmail.cf/mc file (edit /etc/rc.conifig), and you'll probably have to generate the .cf file by hand using m4, or put the rulesets right in the .cf file.
Edit /etc/mail/linux.mc then everytime SuSEconfig is run your changes will show up in /etc/sendmail.cf. I think /etc/mail/linux.mc is the right file.
