should populate /usr/lib64/libreoffice/help/ for you
Why would I want to do that since /usr/lib64/libreoffice/help/ already contains the help files?

I'm not sure what your point is? You haven't installed LO help from the Document Foundation, whereas I have (since openSUSE don't provide it). We're both running 42.3. You've upgraded LO to 6, I haven't. So what?
I have installed the openSUSE mandatory update, and the point is:
