See whether you have in /etc/fstab the line
usbdevfs /proc/bus/usb usbdevfs noauto 0 0
you have to change to
usbfs /proc/bus/usb usbfs noauto 0 0 I did a fresh install of 9.3 and my fstab already has it right, as usbfs. I did a fresh install because my /home is a separate mounted file system, and I just installed 9.3 and remounted my old HOME and everything works great, even my new Epson Perfection 4180 Photo scanner works now !
