I think there is a problem with the search engine at software.opensuse.org. Several times in the last month I've searched for a package only to not find any 15.3 version, even though I definitely confirm that it is in the repository. I just tested this a moment ago, and it is still true. Appears as if the repository is not being picked up at all. Maybe a consequence of having SLE packages :-?
On 15.3 there is the "Main repository" from http://download.opensuse.org/distribution/leap/15.3/repo/oss and there is the
"Update Repository with Updates From SUSE Linux Enterprise 15" from http://download.opensuse.org/update/leap/15.3/sle
I searched for a dozen packages pulled at random from the repositories, some only in the Main (i.e., no update yet) and others in Main along with a newer version in Update. In every test the page returns the package description (as normal) along with "There is no official package available for openSUSE Leap 15.3". I did see 15.3 packages from the OBS though. AFAICT neither Main nor Update SLE is being searched.

I don't know how to tell opi to search 15.3 packages instead of 15.2
It uses your installed version for the search, and looks in all available repo's for that version including OBS and 3rd-party (packman, KDE, etc.). So when I do: # opi psmisc on my 15.3 machine, it returns 4 choices, only 15.3 (and OBS, because it doesn't see the main 15.3 repo's) When I do: # opi psmisc on my 15.2 machine, it returns the package from the main 15.2 repository and 15.2 OBS repo's as well. I don't see a way to override the version. And the main 15.3 repo's are apparently not in whatever source that is being searched by either opi or software.opensuse.org. --dg Leap 15.2 & 15.3, KDE
