You have that exactly backwards. Syslog needs those rate-limiting tools to deal with the flood because it can't keep up. This has been a long standing traditional problems with syslog and one reason why its UDP based, so that packets from remote hosts that flood can be dropped with impunity. We've had to get faster and dedicated syslog servers to be able to keep up in large commercial settings. Journald was, however, designed to be able to cope with the floods. That's why it has not such mechanism. Go read the design documents.
