I'm finding a couple of bugs with my 10.3 version of Firefox (2.0.6). 1) Every time I try to do a download of files, Firefox crashes. I have installed bug-buddy which now records the crash.
Are you using KDE or Gnome?
2) When I select View
Text Size > Increase, it does not appear to save my increased text size settings the next time I restart Firefox.
And it shouldn't. To make it permanent, go in Edit/Preferences/Content and there select fonts and font sizes.
In a situation like this, how do I know whether this is a bug to submit to OpenSuse or to Mozilla?
You can do both, but it is better always to ask on the corresponding mail list/forum to see if other users experience the same problem - i.e. if it is a common bug, or something with your settings is not right.
