Files on the system is corrupted.. I have started a new install this morning
as I type. It was hanging at runlevel 3 and 5.

You shouldn't. I would first make sure I was booting into level 3. At the grub boot screen, type the number 3 and hit enter. If it is already up, can you use CTL-ALT-F1 (or F2 through F6) to get a terminal screen? If so, log in as root and type runlevel. If you booted into level 3 it should respond with:
N 3
