"They / them / their" works fine. Nelson Bowles ("What Color Is Your Parachute?" -- *) points out that at one time number agreement was considered less important than gender agreement and this practice was accepted part of English grammar. It's what I usually do. Also I find "staff- hours / weeks / months" to be preferable to "man- hours / weeks / months." The only thing I'm at a loss for is a counterpart to "unmanned."
