The commented settings are there to let the user know what the compiled in defaults are. To change the behavior, you should put in your own setting above or below the commented one, that way you have a way of knowing what the default is should you wish to revert.

Right now, it's appearing that on some systems, I believe Per's 2 Leap 42.1 boxes as well, when "auto" is commented out and the /var/log/journal/ directory exists, logs are not persistent. And that would make sense, wouldn't it?
