The hotplug scheme changed in 9.3. I haven't seen the manual so I don't know what it says, but in 9.3 hotplug events are handled by udevd by default. Check out the /etc/init.d/boot.udev script. While it's started, /proc/sys/kernel/hotplug is empty, since udevd steals and handles the events,. while if it's stopped that variable will have /sbin/udevsend
As for your problem, which kernel modules do you have loaded? Are the USB modules loaded at all? As I mentioned in another mail, I have heard rumours of upgrades causing modules not to get loaded as they should, I'd love to get that confirmed
/proc/sys/kernel/hotplug is empty lsmod shows usbcore, pl2303 and usbserial loaded, but I had to manually load ov511 ... the webcam doesn't come active and at present I can't test the usb serial port. hald and dbus daemons are running. Perhaps HAL is a last minute change to 9.3 as the admin guide doesn't mention it, it still mentions /sbin/hotplug which is not in any of the packages. /dev/.udevdb hasn't registered any USB devices.
