The question is that KDE3's functionality is not known for many and they think Plasma brought something new. This is only a question of functionality. If the reason is only in round buttons, this is not a problem: one can install round buttons on KDE3 as well.
Look, your question doesn't look serious. Any graphical desktop, even windows 3, has the functionality to draw things in the back of the screen. Then the desktop can build tools on top of that. Kde 2 did, kde 3 did, kde 4 did, and kde 5 will do. Each version will add features, but the basics will be there, of course. And you will be able to do things in older versions imitating functionalities of newer versions. If you are attempting to maintain kde3 you should also know and understand how kde 4 works inside, a bit at least, and don't ask such questions, or do so as sincere questions, no as flame baits. If you are attempting to maintain kde3 for us, that is a good thing, and I appreciate it.
