That's actually strange :-( Are you already subscribed to the opensuse-translation ML?
Thus, I send the mail here as my last resort.
We were lucky ;)

Hello, I'm a Vietnamese who is interested in openSUSE's translation in particular, and the openSUSE project in general. I would like to propose for a new language team on Vietnamese language and am looking forward to working on it. I have followed the steps described at the "openSUSE Localization Guide" and now I write this mail to provide the relevant information.
PROPOSAL FOR THE VIETNAMESE LANGUAGE TRANSLATION PROJECT OF OPENSUSE - New language name: Vietnamese - Native language name: Tiếng Việt - Applicant's full name: Nguyen Hao Khoi (native: "Nguyễn Hào Khôi") - BerliOS login ID: nguyenhaokhoi - Novell Developer login ID: nguyenhaokhoi - Contact e-mail address: nguyenhaokhoi@yahoo.com.vn
Thanks for the offer. You now have commit right at berlios.
I have experiences working on the Vietnamese translation of the Linux Mint project on Launchpad which can be reach below at: https://launchpad.net/~isaohk
Note, in the past teppi82 "Phan Vinh Thinh" <teppi82 =at= gmail.com> used to work on Vietnamese translations. I think he is inactive ATM. "vi" directories already exist—thus you can start right away!
