Friday morning (CEST) before release date is always the translation deadline and if we are lucky, translations are also still accepted on Monday--but do not rely on that. Example:

Thu, Oct 30 openSUSE 11.1 Beta 4 release => Submit translations by Fri, Oct 25 11:00 CEST
