No, it is not a rename issue. If the correct file name is indeed services-manager, it is that the devs "forgot" to create the translation hooks for it, or to submit the file to us.
Serious bug, IMHO. Well, there is hwinfo module, but a file in our translation repo is still tune.pot. So when "devs "forgot" to create the translation hooks for it" I call it "rename issue".
BTW, there is also one REALLY OLD zypper translation bug (https://bugzilla.novell.com/show_bug.cgi?id=756195), but it affects only languages with several plural forms.
I have no idea about that kind of problem. There is a suggestion in comment 2, does it not work for you? It is a workaround, but the fix is needed. Localizable software should take localization problems in account.
