just for the record:
i solved this issue by relocate the working copy from https url to http
but i don't know the reason

i use it in this way for years. now does not work I have several scripts to checkout, merge and commit automatically my scripts and my svn client stopped to work last week and i wonder why
should i guess this error message if i use wrong password?

I think it's an anonymous checkout, your usename is only needed to commit changes.
This command should work (you'll probably get much more files than you need though): svn co https://svn.opensuse.org/svn/opensuse-i18n/
