No, it is not a rename issue. If the correct file name is indeed services-manager, it is that the devs "forgot" to create the translation hooks for it, or to submit the file to us. Serious bug, IMHO.
BTW, there is also one REALLY OLD zypper translation bug (https://bugzilla.novell.com/show_bug.cgi?id=756195), but it affects only languages with several plural forms.
