I downloaded the openSUSE 10.3 Beta1 from: http://download.opensuse.org/distribution/10.3-Beta1/iso/torrent/openSUSE-10...
But after the first reboot, the interface is still in English, and I wonder why there is only one CD for this release?
Can anyone tell me more about this?

Have you seen the DVD? It contains full range of packages.

Yes, I have seen DVD. but download DVD is very painful in Cambodia. The internet is slow!

OK, another way is to add the openSUSE repositories and add the packages you do need afterwards.
