help me understand when and why updates to packages get released - with then changelog e.g. from still 2022

Dear fellow Support, sometimes, I come across (zypper ref, zypper lu) updates, that, after being installed and applied, a rpm -qi pkgnamehere --changelog show like ancient changelog entries even though the package was just momentarily updated and installed. I fail to understand to what changed at all or why this package has been released rebuilt updated and offered. then I am trying to figure out why such a package or update or any package at all has been released to the opensuse leap user base in the first place. any takers? thank you very much for helping me understand these types of releases. e.g. > zypper up > The following 2 packages are going to be upgraded: yast2-theme yast2-theme-breeze 2 packages to upgrade. Hi, I rebuild yast2-theme without source changes occasionaly as "empty" update to quieten the "no updates released for xxx days warning" for this repo.
