more probably hasn't arrived at the particular mirrors used. I see this somewhat frequently.

I just had this as well. I checked that it's not going to go away. Why does it happen: - We have a metapackage "openssl-devel", which doesn't provide any files, just depends on the latest actual openssl devel package. - The actual devel packages are - libopenssl-1_0_0-devel - libopenssl-1_1-devel - libopenssl-3-devel You can have only one of them installed. - openssl-devel recently changed from depending on 1_1 to 3. - So now you can either: - Keep openssl-devel. To do this you have to uninstall libopenssl-1_1-devel (Solution 1), to allow installation of libopenssl-3-devel. - Keep libopenssl-1_1-devel. To do this you have to uninstall openssl-devel metapackage (Solution 2), so that won't try to pull in libopenssl-3-devel. Unless you have a good reason to stay at libopenssl-1_1-devel, choose Solution 1.
