The list of community repositories that YaST can add is a file served from somewhere, and sometimes it fails. I don't know exactly where this file is. But, asking YaSt to do its magic and examining the log at that precise instant reveals it: Telcontar(23760) [Ruby] clients/inst_productsources.rb:590 Downloading list of repos from https://opensuse-community.org/openSUSE_Leap_152_Community_Additional.xml This minute, it works :-)
However, I'm able to browse to https://ftp.gwdg.de/pub/linux/misc/packman/suse/openSUSE_Leap_15.2/ and view its contents. I also tried disabling privoxy, but that didn't help.
