No, I think you interpreted them correctly. I think the question is why the wiki says that? Maybe because "allow vendor change" was implicitly the default. The feature to try to keep the packages in the same repo was added later to "zypper dup", and this caused upgrades to get unexpected results when upgrading with several repos active.
I mean that previously, not keeping vendor, caused upgrades to... Wasn't clear.
For example, packages from repo A could be switched to repos B, C, and D if they had newer versions, breaking consistency.
