Try http://localhost:631/printers. You should see all configured print devices. Select the applicable print queue, the next screen should show if there are print jobs in that queue. "Cancel all jobs" under "Maintenance" should clear them after you provide the root password. Or try to select and cancel each one individually. If cups refuses to give you Admin (root) privilege, then create a new user session for root and try again from there.
