This is default if you using NetworkManager (meaning - you need to explicitly set connection option that restricts connection to specific users). If you are using some GUI to configure NetworkManager and this GUI has different defaults - you need to tell what you are using. I use YaST to set things up.
YaST cannot configure NetworkManager.
