Because it is indeed a photo *file*. You are still looking for packages the wrong way, using "locate" (that is a file finder) instead of using rpm, zypper, or yast to find *packages". Also, yast can't find a scanner, even tho it is a part of the Epson WP-4530 all-in-one (which I finally got working!)
