This is default if you using NetworkManager (meaning - you need to explicitly set connection option that restricts connection to specific users). If you are using some GUI to configure NetworkManager and this GUI has different defaults - you need to tell what you are using. I use YaST to set things up. I saw nothing in there to tell the network services when to start up. I have never seen such a thing in YaST. Perhaps you could explain why the default when setting up wicked is to set up the network during boot. Why would there be different defaults for wicked and for NM?
