As per the reference links shared by Andrei, I guess Google has changed it's terms. And with that regard, it is no longer possible to RELAY emails over Google's SMTP server when the alias is from another domain i.e. non gmail address.

OK, so Google allows you to send mail on behalf of arbitrary person as long as you authenticate as Google user. That makes sense as it means each mail is traceable so no anonymous spam is possible.
But is still does not answer original question - how to configure alias in gmail settings and use it in web interface. It seems most people confuse the question "how to configure secondary e-mail in gmail" with "how to use gmail smtp as mail relay". On the accounts and import tab there's a 'Send as" option. If you configure a second email address, you can set that there as the default. Then it will also work from the webmail interface.
