Vladimir: Yes, your assumption at the end of comment 1 appears to be right:
randr has it's own policy to pick the initial modes and they often don't agree
with the user expectations. Also different users may have different
expectations.
The idea is that the user uses a graphical tool to correct the inital settings
to her/his perferences. This tool will run at every login session and 'correct'
the settings.
Unfortunately such tools don't exist in a really usable fashion, yet.
putting the appropriate xrandr command line into your ~/.xinitrc seems to come
closest to this.
I don't think this is a bug - at least not one of the radeonhd driver.
