We already have one Sapphire X1300 in our database: 0x7146:0x174B:0x0470 It's not unusual that there are several versions of one card. In this case, the X1300 already had a special quirks table entry, but that one was created before we found out about the HPD issues. Looking at your configuration, the boards really seem to be wired differently... I'm pushing your card, with an updated driver you shouldn't need "HPD" "swap" any more. Just to make sure: can you call conntest as described in the README? Maybe we can fix both entries for good.
So far the driver is working OK for me, although I did have to add the following line to my xorg.conf: Option "HPD" "swap"

Not really. If you had DDC problems, yes, but hot plug detection uses
the same lines used for the RGB signal...
