This breaks any package that depends on python-rpm, since "devel:languages:python:backports" is used as a package source for "devel:languages:python".
That is not correct to the best of my knowledge. It should be other way around: d:l:p is one of sources for d:l:p:backports.
So would it be possible to remove python-rpm from devel:languages:python:backports.?
d:l:p:backports is generated by script backports_repo.py from https://github.com/openSUSE/python-backports-generate.git I have suggested in https://is.gd/V7RYau introduction of black list, which would eliminate such non-packages from being introduced to d:l:p:backports.
