I've put the current proxy-suite-1.7tp5 to
ftp://ftp.suse.com/pub/projects/proxy-suite
so my "private place" at
http://www.suse.de/~mt/proxy-suite
is not needed anymore.

No, it is not possible. You can forbid direct ftp at all and allow only ftp via http; you can do a http proxy-auth with i.e. squid - http allow this. Our proxy doesn't implement any propertary ftp commans.
