## GSoC money
We have investigated how to use the GSoC money for the openSUSE.Asia Summit, but it is logistically not possible. The Board agreed to donate the money to KDE & GNOME, as suggested by the openSUSE GSoC org admins as alternative. AI: Richard discuss with Treasurer and answer the GSoC org admin responsible of the money by Friday
Hi Richard, all Board member I'm Ary and this year i will help community as one of the local committee for openSUSE.Asia Summit (oSAS) 2019 in Bali. We just have start the bi-weekly meeting for the event with other Asian Community this week and I saw many interest from community to come to our event. Having said that, seems that we need additional budget for oSAS especially for TSP. I discuss with some people who involve in the local committee in the past and it looks like that if openSUSE can increased TSP budget it will be good for community. Why GSoC budget cannot be allocated to openSUSE.Asia Summit so that we can increase the participation from people accross the Asia or other parts of the world? Is there any specific reason about that? We are part of openSUSE and logically the money is more appropriate if it is allocated for openSUSE activities than to be donated to other organization. Unfortunately we can only do TSP out of SUSE's budget, and SUSE's budgets are set then frozen for the financial year so its not possible to take in new funds and add them to this years TSP or asia summit budgets. -- Simon Lees (Simotek) http://simotek.net Emergency Update Team keybase.io/simotek SUSE Linux Adelaide Australia, UTC+10:30 GPG Fingerprint: 5B87 DB9D 88DC F606 E489 CEC5 0922 C246 02F0 014B -- To unsubscribe, e-mail: opensuse-project+unsubscribe@opensuse.org To contact the owner, email: opensuse-project+owner@opensuse.org

Simon, in that case if GSoC budget is categorized as SUSE budget then why it is possible to re-allocate it to other organization? Or is there any specific treatment for that post? best, -- Edwin -- To unsubscribe, e-mail: opensuse-project+unsubscribe@opensuse.org To contact the owner, email: opensuse-project+owner@opensuse.org

The GSoC budget is not a SUSE Budget The GSoC money is a donation from Google to the openSUSE Project The way SUSE budgets are organised are like Simon described - funds are allocated in advance. SUSE sponsored initiatives like the TSP and openSUSE Asia have their money for the year, and doesn't change. Even if we redirected the money from Google to SUSE, that would become 'incoming money' for SUSE, and could not be used for a budget that was already set earlier. So in essence, openSUSE would 'lose' that money as SUSE has no practical way of making that money from Google to be available for openSUSE. But, Google have provisions for being able to redirect their GSoC donation to one open source projects, to other open source projects. Hence the idea in the minutes to do this, as it would be the most beneficial use of the money we can think of. -- To unsubscribe, e-mail: opensuse-project+unsubscribe@opensuse.org To contact the owner, email: opensuse-project+owner@opensuse.org

As I have said several times in the board meetings, when I asked the Google Open Source team, they told me that we can do whatever we consider appropriate with the money. This is NOT limited to other open source projects and it is also the reason why the GSoC admins (including myself) suggested donating the money for our conference in Indonesia. As far as I know, the only reason to not donate the money to openSUSE.Asia organization committee was that some board members had concerns about how the money is being handle. The GSoC admins for openSUSE would also like to finally close this topic, as during the whole time the board discuss about this, one of our admins has to keep the money in his personal Payoneer account. Such long discussions because of the GSoC money and problems to forward this to openSUSE events has been one reason to vote for the openSUSE Foundation. If we were independently, we would be able to use the money for such cases such as the openSUSE Asia Summit. The donation for GNOME and KDE has been a compromise. I am looking forward to the decisions of our new openSUSE Board. This is only a problem is SUSE gets the money (because of the reasons Richard mentioned already). But in this case, the GSoC money is in the Payoneer account of one of our GSoC admins, which means that we can send the money wherever we want. Yes, and with our own Foundation we (as the openSUSE Board) can choose what to do with the money for our own. We had long discussions about different possibilities. Giving that to openSUSE Asia Summit hasn't been possible. -- To unsubscribe, e-mail: opensuse-project+unsubscribe@opensuse.org To contact the owner, email: opensuse-project+owner@opensuse.org

You do realize redirecting funds like this is not most probably legal even for non-profit organizations right? Cheers Tom

Given the board couldn't direct funds through SUSE to openSUSE to be as safe as possible we wanted to make sure that the funds end up with a registered not for profit organisation, given that the donations were originally intended for "Mentoring" even if google said we can use them for whatever Gnome and KDE seemed like a good choice as they are registered not for profits do work with mentoring and a large number of openSUSE users end up using there software somewhere. -- Simon Lees (Simotek) http://simotek.net Emergency Update Team keybase.io/simotek SUSE Linux Adelaide Australia, UTC+10:30 GPG Fingerprint: 5B87 DB9D 88DC F606 E489 CEC5 0922 C246 02F0 014B -- To unsubscribe, e-mail: opensuse-project+unsubscribe@opensuse.org To contact the owner, email: opensuse-project+owner@opensuse.org

Hi All, Thanks for any insights you bring to this thread. I feel motivated if every Board member or retired Board member speak up about interesting subject, well the subject is Board Meeting Minutes :-). I can imagine how hard the discussion on the table when it happened There are 2 opposite sites with each site has their own reasons and logic. You guys rock..... Ary asked about the possibility to add TSP budget, nothing more. I believe it is based on his experienced, he went to oSAS 2017 in Tokyo. At that time he still as an university student and going abroad for many Indonesian student is something luxurious, they cannot imagine even in their dream :-) I cannot speak for other Asian countries, but in the last oSAS in Taipei, I've been told by one community member from Japan, it was his first time to went abroad. I know openSUSE needs many young blood, new generation for the future of openSUSE, young contributors. IMHO being in the corner of the world for such a long time I do see so many potential in Asian region, whether it is just a population, a demographic bonus which is composition of young people is in the middle of normal curve, or smart and creative stock of young generation. The problem is not all of these young generation have the same opportunity like people in the west. In Indonesia case, I should add they are also too shy :-). People said being smart and intelligence are something but opportunity is another playing field. So IMO openSUSE.Asia Summit is a kind of opportunity for these young generation, like we open a door and let them in. If we are lucky, in return we will attract young fellow to become contributor hopefully we get the smartest boys/girls in town. Of course like other investment (if we think that oSAS is some kind of investment for openSUSE) we need a plan budget. If board think GSoC budget can be allocated to TSP for oSAS, that it is logic and legal so be it. But if it is illegal and not logic I believe openSUSE Asia Community don't want it. I can understand if the decision has been made and that it will go to KDE/GNOME. I'm afraid if many of our community member especially a young person from Indonesia or other part of Asia read this thread become hot, they become un-motivated and feel too many pressures.
